I have the SAMSUNG RANT and I would like to use the ';bubbles'; feature on it; I do not have a web or data plan because of parental restrictions and I was wondering if I used it would it be counted as web/data usage? Also just a general cell phone question, what is the difference between data and web usage? Again, thank you so much.

Yes, to use the bubbles it does count as internet usage. The phone has to connect to the internet to get the latest news, weather, etc.
